SUBJECT: Management Control



Army Regulation (AR) 11-2, subject as above, effective October 1, 1994, restructures the Army management control process. It provides greater flexibility to commanders and managers and increases their accountability for the effectiveness of their controls. It also requires the publication of management control evaluation checklists in governing regulations (paragraph 2-4).

Enclosed are the revised checklists for Management of the Civilian Injury/Illness Program and Management of the Unemployment Compensation for Federal Employees' Program. These checklists shall be published as appendices to AR 690-800, Chapter 810 and 850, respectively, at the next revision of the AR.

Pending the revisions to the AR, please implement the checklists immediately. Each installation commander will designate a senior responsible official to ensure that these management control processes are effectively implemented. The Civilian Personnel Evaluation Agency will include these management control indicators in their future on-site reviews.

Appendix A Management Control Evaluation Process


1. Function: Management of the Civilian Injury/Illness Program

2. Key Management Controls:

a. Are appropriate CA forms issued, completed and submitted to the Office of Workers' Compensation Programs (OWCP) (1) CA-i, CA-2, no later than 10 working days after receipt of written notice from the employee (20 CFRlO.102); and (2) CA-7, no later than 5 working days after receipt from the employee (20 CFR 10.106)?

b. Is the quarterly chargeback validated quarterly and errors corrected?

c. Are injured workers returned to light or modified duty as soon as the medical evidence indicates that they are sufficiently recovered?

d. Is the installation commander provided periodic reports on costs and initiatives being taken to control them?

Management Control Evaluation Process. The U.S. Army Civilian Personnel Evaluation Agency (CPEA) conducts comprehensive, onsite evaluations of civilian personnel administration/management at a sample of approximately 15-20 Army installations and activities each year. A portion of these evaluations includes analysis of civilian personnel advisory and processing services provided in support of the Federal Employees' Compensation Act (FECA) Program.

Supersession. This checklist replaces the Internal Control Reporting Checklist previously published in DA Circular 11-89-1.

Appendix A Management Control Evaluation Process


1. Function: Management of the Unemployment Compensation for Federal Employees Program

2. Key Management Controls:

a. Is Notice to Federal Employees About Unemployment Insurance (Standard Form 8) issued upon employee's separation? Does it identify the address of the civilian personnel advisory center or finance and accounting office maintaining the employee's records?

b. Is Request for Wages and Separation Information (Employment Security Form 931) furnished to the State Employment Security Agency (SESA) within 4 working days after receiving the form?

c. Is the reason for separation adequately explained to allow the SESA to determine eligibility?

d. Do appropriate individuals attend all appeal hearings?
