MEMORANDUM FOR ALL MAJOR COMMAND CIVILIAN PERSONNEL DIRECTORS AND OPERATING CIVILIAN PERSONNEL OFFICERS
SUBJECT: Policy Guidance for Use of Army Civilian Personnel System (ACPERS)



1. The deployment of Army's new automated civilian management information system, -- ACPERS began on 11 Sep 89. While this date denotes the accomplishment of a significant milestone, it does not mean that our job has been completed. We are not at the end of our journey. It may be that our biggest challenge during the second leg of this journey will be maintaining cohesiveness during our transition from the use of three separate systems to the use of one control system.

2. ACPERS contains several modules which were approved for use at the operating civilian personnel officer (CPO) level. While a majority of the modules are mandated for use, some of them are optional. Nonetheless, a highly important factor in maintaining cohesiveness during and after deployment is to know which modules are deployed at each operating CPO. Consequently, I am directing that the modules at Enclosure be implemented, with the exception of the modules marked "Optional." Exceptions to not utilize the mandatory modules must be forwarded through appropriate channels to my office (DAPE-CPP) for approval.

3. We have made significant progress toward where we want to go. With your continued support, we can successfully complete the journey.
