MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Policy Memorandum for Civilian Personnel Responsibilities Under the Joint Ethics Regulation



In the conduct of public service for the United States, we all have a duty to faithfully observe applicable ethics laws and regulations. As primary responsibility for managing the identification and notification of incoming and outgoing civilian employees required to file Public and Confidential Financial Disclosure reports (SF 278 and/or OGE 450), I remind you of personnel management responsibilities under the Joint Ethics Regulation (JER), DoD 5500.7-R.

Current procedures used to timely identify and train required financial disclosure filers are still authorized and encouraged. We are, however, engaged in developing an automated Army-wide system that will advise affected civilian employees of disclosure filing obligations, and will also automatically identify all required new filers, departing filers, and annual filers of the public and confidential financial disclosure reports. The Army Regional Tools (ART) Development Team, in concert with the project leader and representative stakeholders (ethics counselors, supervisors, administrative personnel, and personnelists), has designed an automated process to track required filers. This system will be tested and staffed with you in the near future.

Until deployment of the Army-wide financial disclosure system, I ask that you continue to report employee information to ethics counselors as required by the JER. You must also continue to coordinate with ethics counselors and supervisors to inform civilian employees of their initial and annual ethics training, post-Government employment restrictions, and possible penalties for failure to file timely financial disclosure reports.
