MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Compliance with Clinger-Cohen Act Requirements



Reference my memorandum dated January 11, 2000, subject: Army-Unique Human Resources Systems and Software Developments Projects Inventory (Enclosed 1).

The purpose of this memorandum is to provide revised guidance and procedures regarding compliance with the Clinger-Cohen Act of 1996, which was enacted to address government wide weaknesses in resourcing information technology (IT). In the referenced memorandum, I asked for your commitment to the Clinger-Cohen Act. The law and sound business practices require Federal agencies to have processes and information in place to document investment costs and benefits as compared to alternative solutions when considering any software system investments.

The enclosed Clinger-Cohen Software Development Record (Enclosure 2), developed in coordination with the Directorate of Information Systems for Command, Control, Communications, and Computers (DISC4), the Army's Clinger-Cohen proponent, will be completed prior to development of any Army initiated Human Resources (HR) software applications. The authorized developer will prepare and forward the Software Development Record after the application's approval by the Army Configuration Control Board (CCB) and/or approval by the Army leadership. Please forward the document to the Modernization and Functional Automation Division (MFAD), which will obtain the necessary coordination and support from appropriate Army and DoD offices, if necessary. The procedures are at Enclosure 3.

I again ask your commitment and support to ensure that the IT projects we put in place are being implemented at acceptable costs and are contributing to tangible, observable improvements to mission performance.
