MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: Secretary of Defense Medal for the Defense of Freedom (DFM) - Reporting Instructions



  1. Reference memorandum, Assistant Secretary of the Army (Manpower and Reserve Affairs) (ASA (M&RA)), dated 24 March 2009, subject: Delegation of Authority - Secretary of Defense Medal for the Defense of Freedom (DFM) (Enclosure 1).
  2. In the enclosed memorandum, the ASA (M&RA) delegates the approval authority for the DFM to specific commanders and the Administrative Assistant to the Secretary of the Army, with the authority to further delegate to subordinate commanders at the Brigadier General level or higher, or equivalent civilian leaders. The delegated authority applies to DFMs awarded to civilian employees only. The authority to approve the DFM for contractor personnel is retained at the Department of Defense level.
  3. The ASA (M&RA) requires all further delegations of this authority, and instances of DFM awards issued to civilian employees, be reported to the Office of the Assistant G-1 for Civilian Personnel (AG-1CP). Reports are to be sent to the point of contact in paragraph 6. The instructions listed in paragraph 4 will assist commands with meeting the ASA (M&RA) requirements.
  4. Reporting Instructions for Commands:
    1. Instances of Award. In each instance of award, forward DFM award information to the Office of the AG-1CP upon award approval. The template at Enclosure 2 is designed to assist commands with capturing the following data:

      (1) The number of DFMs approved

      (2) Names of recipient(s)

      (3) Name, position, and rank/grade of approving official

      (4) Justification for each instance of award (to include description of injury)

      (5) Geographical location where injury occurred

      (6) Date of injury and date of award presentation (include explanation if more than 45 days elapsed between injury and award)
    2. Further delegations. Forward all memoranda of further delegation to the Office of the AG-1CP point of contact listed in paragraph 6, on or before the effective date of such delegation. A review of the authorities delegated will be conducted on an annual basis, as prescribed in the enclosed memorandum.
