MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: Blanket Exception to AR 672-20, Incentive Awards - Approval Level for the Superior Civilian Service Award (SCSA)

  2. The purpose of this memorandum is to allow for a blanket exception to AR 672-20, section 8-4, and table 8-1. This exception will align the approval authority of the SCSA with that of the military equivalent Meritorious Service Medal (MSM). This exception will allow the Army to maintain parity in the recognition process for Soldiers and Army civilians.
  3. AR 672-20, table 8-1, outlines the award approval levels and award alignment between the military and civilian services. Accordingly, the SCSA is the civilian equivalent to the military MSM.
  4. AR 600-8-22, Military Awards, was revised to grant Brigadier General (BG) commanders and HQDA Principal Officials authority to award the MSM to U.S. Army personnel assigned or attached for duty to their command or organization. Previously that approval authority was with Major General commanders.
  5. This blanket exception to AR 672-20, authorizing BG commanders and above (or civilian equivalent organizational heads) to approve the SCSA, will bring the civilian award approval levels back in alignment with that of the military awards.
