Army Civilian Acculturation Handbook – This Handbook serves as a resource guide and summary of the various services, policies, programs, and general information every Army employee needs to know.

Army Benefits Center-Civilian (ABC-C) -"Army's Benefits Counseling and Processing Service"

  • The Army Benefit Center - Civilian (ABC-C) is located at Ft. Riley, Kansas. The ABC-C provides automated benefits support to Army-serviced appropriated fund employees through the Employee Benefits Information System (EBIS) and trained benefits Specialists.
  •  EBIS is a web application that allows you to access general and personal benefits information and conduct electronic transactions using a computer. The system contains comprehensive information and personalized benefits statements.  Below are links to guides which can assist you:

eOPF Employee Frequently Asked Questions - The eOPF is an electronic version of the paper OPF and a system for accessing the virtual folder(s) online.  It allows for each employee to have electronic access to their personnel folder instead of the hard copy paper folder which has to be reviewed at the Civilian Personnel Advisory Center (CPAC)/Non-Appropriated Fund (NAF) Human Resource Office (HRO).
