SUBJECT: POSITION CLASSIFICATION

1. THIS MESSAGE ANNOUNCES NEW POLICIES FOR THE DEPARTMENT OF THE ARMY POSITION CLASSIFICATION PROGRAM WHICH ARE EFFECTIVE UPON RECEIPT. CONSISTENT WITH THE OBJECTIVES OF THE CIVILIAN PERSONNEL MODERNIZATION PROJECT, THEY ARE DESIGNED TO PERMIT USERS TO FOCUS ON RESULTS RATHER THAN PROCESS AND TO DELEGATE OPERATIONAL AUTHORITIES TO THE LOWEST PRACTICABLE LEVEL. WITH FLEXIBILITY TO ADOPT MORE EFFICIENT AND EFFECTIVE ALTERNATIVES TO CURRENT PAPERWORK-INTENSIVE PROCESSES AND PROCEDURES, CIVILIAN PERSONNEL OFFICES SHOULD BE IN A BETTER POSITION TO IMPROVE THEIR RESPONSE TIME TO CUSTOMERS REQUIREMENTS.

2. POLICIES:

  1. BIENNIAL CLASSIFICATION SURVEYS ARE NO LONGER REQUIRED. TO INSURE THAT MANAGERS AND SUPERVISORS CONTINUE TO BE AWARE OF THE IMPORTANCE OF ACCURATE POSITION DESCRIPTIONS AND SYSTEMATICALLY CONSIDER THE NEED FOR REVISIONS, EACH ANNUAL PERFORMANCE APPRAISAL WHICH THEY COMPLETE SHOULD INCLUDE A STATEMENT THAT THE APPLICABLE POSITION DESCRIPTION HAS BEEN VERIFIED AS CURRENT OR REQUIRES CHANGE, AS APPROPRIATE. COMMANDERS ARE ENCOURAGED, BUT NOT REQUIRED, TO CONDUCT POSITION MANAGEMENT STUDIES OR OTHER SYSTEMATIC REVIEWS OF ALL POSITIONS AT LEAST ONCE EVERY THREE YEARS TO ASSURE EFFECTIVE POSITION MANAGEMENT AND ACCURATE CLASSIFICATION.

  2. EXCEPT FOR POSITIONS COVERED BY THE OFFICE OF PERSONNEL MANAGEMENT FACTOR EVALUATION SYSTEM STANDARDS AND JOB CLASSIFICATION APPEAL CASES, POSITION CLASSIFICATION EVALUATION STATEMENTS ARE REQUIRED ONLY WHEN CONSIDERED ESSENTIAL BY THOSE WHO ARE DELEGATED CLASSIFICATION AUTHORITY. STATESMENTS SHOULD BE NO LONGER THAN ONE PAGE, IDENTIFY THE CLASSIFICATION STANDARD USED AND APPLICABLE PAGES AND PARAGRAPH NUMBERS, AND PROVIDE A BRIEF RATIONALE.

  3. HQDA HEREBY DELEGATES AUTHORITY TO MACOM TO CLASSIFY SUBORDINATE INSTALLATION CIVILIAN PERSONNEL OFFICER POSITIONS. CLASSIFICATION OF PERSONNEL SPECIALIST POSITIONS WHICH REPORT DIRECTLY TO THE CIVILIAN PERSONNEL OFFICER, (E.G., BRANCH OR DIVISION CHIEFS) MAY BE FURTHER DELEGATED TO THE INSTALLATION LEVEL. MACOM AND INDEPENDENT REPORTING ACTIVITY. CIVILIAN PERSONNEL DIRECTOR/OFFICER POSITIONS WILL CONTINUE TO BE CLASSIFIED BY HQDA (PSCC-FSP). PERSONNEL SPECIALIST POSITIONS REPORTING DIRECTLY TO THEM MAY BE CLASSIFIED BY MACOM/IRA OR HQDA CPECC-FSP AT THE OPTION OF THE MACOM/IRA.

  4. CIVILIAN PERSONNEL OFFICERS MAY DELEGATE AUTHORITY TO CLASSIFY POSITIONS TO ANY SUBORDINATE WHO IS DETERMINED QUALIFIED TO APPLY OFFICE OF PERSONNEL MANAGEMENT OPM CLASSIFICATION STANDARDS AND OPM/ARMY POLICIES, AND IS PREPARED TO ACCEPT ACCOUNTABILITY.

3. THESE NEW POLICIES WILL BE INCORPORATED INTO THE NEXT REVISION OF AR 690-500, 501 CTO BE SPLIT INTO AR 312 AND AR 511. THEY DO NOT SIGNAL A CHANGE IN THE DEPARTMENT'S LONG-STANDING COMMITMENT TO SOUND POSITION MANAGEMENT AND ACCURATE CLASSIFICATION. RATHER, THEY ARE INTENDED TO ENSURE THAT RIGID PROCEDURAL REQUIREMENTS AND UNNECESSARY PAPERWORK DO NOT DETRACT FROM THAT COMMITMENT OR HIGH QUALITY CUSTOMER SERVICE.
