SUBJECT: POSITION CLASSIFICATION POLICIES

1. THIS MESSAGE ANNOUNCES NEW DEPARTMENT OF THE ARMY POSITION CLASSIFICATION POLICIES WHICH ARE EFFECTIVE UPON RECEIPT. THESE NEW POLICIES INCLUDE:

A. PERSONNEL DELEGATED CLASSIFICATION OR WORK ASSIGNMENT AUTHORITY ARE ENTRUSTED WITH THE PROTECTION OF MERIT PRINCIPLES WHICH INCLUDE EQUAL PAY FOR WORK OF SUBSTANTIALLY EQUAL VALUE. THEY SHOULD STRIVE FOR 100 PERCENT ACCURACY, BUT NOT LESS THAN 90 PERCENT IS ACCEPTABLE.

B. MACOM COMMANDERS ARE DELEGATED AUTHORITY TO CLASSIFY SUBORDINATE COMMAND OR INSTALLATION CIVILIAN PERSONNEL OFFICER POSITIONS, IN ACCORDANCE WITH STATUTORY, OPM, AND DA REQUIREMENTS. THIS AUTHORITY MAY BE DELEGATED TO COMMANDERS OF SUBORDINATE COMMANDS BUT CIVILIAN PERSONNEL OFFICER POSITIONS MUST BE CLASSIFIED AT AN ECHELON AT LEAST ONE COMMAND LEVEL ABOVE THE CIVILIAN PERSONNEL OFFICER'S COMMANDER.
