SUBJECT: POSITION CLASSIFICATION

WE HAVE HAD A NUMBER OF QUESTIONS CONCERNING THE DELEGATION OF CLASSIFICATION AUTHORITY TO COMMANDERS. THE QUESTIONS AND OUR ANSWERS ARE PROVIDED BELOW FOR YOUR INFORMATION:

  1. DOES THIS DELEGATION CHANGE THE PRIOR DELEGATION REGARDING CIVILIAN PERSONNEL OFFICE JOBS? NO, THE DELEGATION TO COMMANDERS DOES NOT COVER CIVILIAN PERSONNEL OFFICE JOBS. DUE TO THEIR SPECIAL NATURE, THESE JOBS ARE EXCLUDED, AND GUIDANCE PROVIDED IN PARA 2C AND D REF B CONTINUES IN EFFECT.

  2. DOES THE AUTHORITY TO CLASSIFY JOBS EXTEND TO NAF? NOT AT THIS TIME. NAF JOBS ARE GOVERNED BY SEPARATE REGULATIONS (AR 215-3).

  3. DOES THE AUTHORITY EXTEND TO LOCAL NATIONAL APPROPRIATED FUND JOBS? YES.

  4. CAN A COMMANDER CLASSIFY JOBS IF HE/SHE RETAINS POSITION MANAGEMENT OFFICER (PMO) RESPONSIBILITIES? YES. HOWEVER, A PMO WHO IS NOT COMMANDER MAY NOT.

  5. CAN A COMMANDER AT ANY ORGANIZATIONAL LEVEL WHO HAS CIV PERS MGT AUTHORITY DELEGATE CLASSIFICATION AUTHORITY TO THE CHIEF OF STAFF? NO. HOWEVER, IT MAY BE DELEGATED TO THE DEPUTY COMMANDER WHEN ACTING FOR THE COMMANDER.

  6. CAN A COMMANDER WHO HAS CIV PERS MGT AUTHORITY AT A LOWER ORGANIZATIONAL LEVEL (E.G., ACTIVITY) OVERRULE A PRIOR DECISION OF A HIGHER ECHELON COMMANDERR? NOT WITHOUT APPROVAL OF THE COMMANDER AT THE HIGHER LEVEL. BT
