SUBJECT: CIVILIAN POSITION CLASSIFICATION AUTHORITY

1. AS PART OF THE CIVILIAN PERSONNEL MODERNIZATION PROJECT, THIS MESSAGE ANNOUNCES A NEW POLICY FOR THE DEPARTMENT OF THE ARMY POSITION CLASSIFICATION PROGRAM WHICH IS EFFECTIVE UPON RECEIPT AND WILL BE INCORPORATED IN REVISED AR 690-500, CHAPTER 511. IT ALSO REQUESTS YOUR COMMENTS ON A FURTHER, MORE SUBTANTIAL CHANGE.

2. AUTHORITY TO CLASSIFY CIVILIAN POSITIONS, EXCEPT THOSE IN THE SENIOR EXECUTIVE SERVICE, IS DELEGATED TO COMMANDERS HAVING CIVILIAN PERSONNEL MANAGEMENT AUTHORITY. FURTHER DELEGATION TO LINE MANAGERS AND SUPERVISORS, IS NOT AUTHORIZED AT THIS TIME. COMMANDERS WHO CLASSIFY POSITIONS UNDER THIS NEW AUTHORITY ARE FULLY ACCOUNTABLE FOR MEETING THE REQUIREMENTS OF LAW AND DA OR OPM STANDARDS AND POLICIES COVERING JOB EVALUATION AND CLASSIFICATION. THIS DELEGATION REMOVES THE ANDMALY WHERE COMMANDERS ULTIMATELY HAVE BEEN HELD ACCOUNTABLE WITHOUT HAVING PERSONAL AUTHORITY.

3. AS THE NEXT STEP, WE INTEND TO MOVE QUICKLY IN THE DIRECTION OF FURTHER DELEGATION OF POSITION CALSSIFICATION AUTHORITY TO LINE MANAGERS AND SUPERVISORS. WE BELIEVE THIS IS REASONABLE SINCE THE SUBSTANTIVE DECISIONS WHICH DICTATE THE CLASSIFICATION OF A POSITION ARE MADE BY THE SUPERVISOR OR MANAGER WHO DETERMINES JOB CONTENT BY ASSIGNING DUTIES AND RESPONSIBILITIES AND ESTABLISHING SUPERVISORY CONTROLS. SUBJECT TO YOUR COMMENTS, WE PLAN TO RECOMMEND TO THE ARMY LEADERSHIP THAT THE SUPERVISOR OR MANAGER WHO CERTIFIES THE CONTENT AND ACCURACY OF THE JOB DESCRIPTION WILL ALSO CERTIFY AND BE ACCOUNTABLE FOR THE RESULTING CLASSIFICATION. TO MINIMIZE ANY ADDED BURDEN ON THAT INDIVIDUAL, THE SERVICING CIVILIAN PERSONNEL OFFICE WILL ASSIST BY PROVIDING AN ADVISORY CLASSIFICATION OPINION IN ALL CASES. IN THIS CONTEXT, COMMANDERS WOULD HAVE THE OPTION OF DETERMINING HOW MUCH LINE MANAGERS AND SUPERVISORS SHOULD GET INVOLVED IN THE TECHNICAL CLASSIFICATION PROCESS. THIS COULD INCLUDE A FULL DELEGATION TO MAKE A FINAL DETERMINATION, WHICH MIGHT DIFFER, FROM THE ADVISORY OPINION PROVIDED BY THE SERVICING CIVILIAN PERSONNEL OFFICE. THIS IS A VARIATION ON THE APPROACH OUTLINED IN THE DRAFT REVISION OF AR 690-500, CHAPTER 511 THAT WAS STAFFED ON 4 NOV 1986. COMMENTS ON THIS REVISED APPROACH SHOULD BE FORWARDED TO HQDA (DAPE-CPE) TO ARRIVE NLT 30 APRIL 1987.

4. OUR ULTIMATE OBJECTIVE IS SIMPLIFICATION OF THE POSITION CLASSIFICATION SYSTEM ALONG THE LINES ENVISIONED BY THE CIVIL SERVICE SIMPLIFICATION ACT. WE ARE CONTINUING TO SUPPORT THAT LEGISLATION AND OTHER INITIATIVES, WHICH WOULD ACCOMPLISH OUR OBJECTIVE.
