CIVILIAN PERSONNEL OCCUPATIONAL STANDARD
CPOS 201 PERSONNEL OFFICER POSITIONS
1. Transmitted herewith is CPOS 201, Part I, Personnel Officer Positions, which contains Department of the Army criteria and instructional material to carry out provisions of the basic Civil Service Commission Standard with respect to application of certain criteria and with respect to recognizing operation of civilian personnel programs at Level 3, Outstanding Management-Oriented Operation.
2. In its original guidance for the evaluation of Factor II, Operational Character of the Personnel Program, the Office, Deputy Chief of Staff for Personnel determined that all Army personnel officer jobs would, for purposes of initial application, be considered to function at Level 2, since Army policy requires establishment of a Positive Management-Oriented Civilian Personnel Program. It was indicated at the same time the guide was published that provision would be made at later date for recognition of Level 3, Outstanding, Management-Oriented Programs: (criteria for Level 1 are inherent in the standard). The criteria set forth in this guide as designed to assure equitable treatment of civilian personnel officer positions in the Army by providing elaboration on the character of operation at Level 2 and specific benchmarks against which Level 3 programs may be measured.
3. This transmittal and the attachments are to be separated and filed as set forth below. Additionally, the affected portions of the Civil Service Standard are to be annotated by insertion of "DA" in pen and ink to indicate the existence of supplementary Department of the Army material.
