SUBJECT: Classification of Civilian Personnel Officer Positions

Reference a transmitted delegation of classification authority to Major Army Command (MACOM) and Field Operating Agencies commanders/directors. Reference b through e required that all MACOM and Independent Reporting Activity (IRA) Civilian Personnel Director and Civilian Personnel Officer positions be classified by HQDA or at an echelon at least one command level above the position's Commander.

This memorandum clarifies new Department of the Army policy for classifying Civilian Personnel Director/Officer Positions. Effective immediately, consistent with the objectives of Army's policy on the Delegation of Position Classification Authority, Commanders have the authority to classify all civilian personnel positions within their commands, to include Civilian Personnel Director/Officer positions. All previous guidance requiring the review and/or evaluation of these positions at a higher level than the Commander is superceded by this memorandum.
