Reference memorandum, Headquarters, Department of the Army (HQDA) SAMR-CPP, November 7, 2000, subject: Classification of Civilian Personnel Officer Positions.
In anticipation of the impact of the Army transformation of installation management and the Human Resources Integrated Process Team (HR IPT) review, I am suspending the above referenced memorandum, which eliminated the requirement for review and/or evaluation of Civilian Personnel Director/Officer positions.
While we do not have firm decisions on all the HR IPT recommendations, these decisions could impact the scope of our HR programs and possibly the grades of some CP-10 positions. Once the HR IPT decisions are released, we will assess the impact of the study on the CP-10 grade structure. In the interim, all current vacant or newly established GS-14 and GS-15 CP-10 positions must be reviewed when they are established or revalidated if they are currently or become vacant to ensure proper classification.
Therefore, effective immediately, all vacant and newly established GS-201-14 and GS-201-15 CP 10 position descriptions must be forwarded to HQDA for review and evaluation prior to initiating a recruitment or promotion action. Supporting documentation, to include mission statement; organization charts; and title, series, and grades of subordinate personnel must be forwarded with the package. HQDA will complete its review within three working days from receipt of the completed package.
