SUBJECT: Student Career Experience Program (SCEP)

This memorandum provides guidance to establish and manage SCEP as an alternate intern recruitment source for the Army Civilian Training, Education and Development System (ACTEDS) Intern Program. The SCEP is an excellent program. It supports our intern recruitment goals and provides an easy conversion to the competitive service and the ACTEDS Intern Program at the entry grade levels of GS-5 or GS-7.

SCEP authorizes agencies to establish a student education employment program to provide work experience directly related to a student's academic program and career goals. SCEP participants are eligible for a noncompetitive conversion to a permanent competitive service Federal position upon successful completion of their academic and work requirements. These conversions are processed as an exception to the Administrative Careers With America requirements.

As stated in the Code of Federal Regulation, reference a, SCEP is a formally structured program requiring a written agreement by the Federal agency, the school, and the student. The written agreement includes such issues as the nature of the work assignments, evaluation procedures, schedule of work assignments, and class attendance.

If ACTEDS Intern resources are required to support a SCEP program for a specific career program, the following written documents must be established and submitted to the ACTEDS Management Branch for approval:

  1. Written agreement by all parties. (Sample at Enclosure 1.)

  2. Standard Operating Procedures for program management, to include recruitment responsibilities, selection process, reporting requirements to the ACTEDS Branch, funding, and final placement. (Sample at Enclosure 2.)
