MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Army Civilian Career Evaluation System (ACCES) Policy Guidance



Reference memorandum, Chief, Central Program Operations Division, dated July 2, 1998, subject: ACCES Procedural Change.

Referenced memorandum which granted requesting civilian personnel offices authority to establish expiration dates for career referral lists at 60 days after the date the Department of Defense Priority Placement Program (PPP) was cleared is rescinded with the date of this memorandum.

The time required to complete a selection from a career referral list varies widely because of many valid circumstances. In the interest of time and efficiency, effective immediately, the Civilian Personnel Advisory Centers (CPAC) will set the life of a career referral list based on mutual agreement between the selecting official and the servicing CPAC. The duration will begin with the date that PPP is cleared. The initial expiration date of the career referral list can be extended when needed to effectively complete the selection process. It continues to be of critical importance that annotated career referral lists are returned to the Career Management Operations Branch of my staff.

Filling jobs fast is a continuing high priority and this policy is intended to improve efficiency, not unnecessarily slow the fill process.
