SUBJECT: Functional Chief Representative Policy Memorandum - Concurrent
spacer Use of DA-Wide Vacancy Announcements when Recruiting for
spacer (CP10) Positions at the Mandatory Career Referral Level Under the
spacer Army Civilian Career Evaluation System

I delegated the authority to approve concurrent use of ACCES and vacancy announcements to recruit for mandatory ACCES referral level positions in referenced memorandum to all Functional Chief Representatives. The purpose of this policy memorandum is to provide clear guidance to the Civilian Human Resource Management Community with regard to filling CP10 positions and the use of concurrent vacancy announcements.

I hereby authorize activities to use vacancy announcements concurrent with the use of ACCES registers when recruiting to fill vacancies within CP10 at the mandatory career referral level. The area of consideration for the merit promotion announcement must be at least Department of the Army-wide. Additionally, an ACCES register must be requested to ensure that ACESS registrants receive referral consideration for the position. Selection may be made from any recruitment source.

The Chief, Central Program Operations Division (CPOD) will collect and analyze referral and selection information for a one-year period to assist the FCR and Civilian Human Resources Board of Directors with programmatic decision-making regarding central referral for CP10. Activities using merit promotion announcements concurrently with ACCES registers will notify the Chief, CPOD, Mr. Tim Grey, via email (tim.grey@(email address expired)) at the time the ACCES referral register is requested. The notification must include the title, series, and grade of the position being recruited and the organizational and geographical location of the position. Upon completion of the recruit action, the ACCES referral register annotated to show the who was selected regardless of the source and a copy of the local referral lists used in the action must be returned to the Central Referral Office, CPOD.

In order to comply with the Priority Placement Program requirements, concurrent merit promotion recruitment must occur with the request for ACCES list to avoid clearance of the Automated Stopper and Referral System more than once. All other requirements such as ICTAP must be complied with as appropriate.
