Reference Deputy Assistant Secretary of the Army memorandum; subject as above, dated December 14, 2000.

In the referenced memorandum, the Deputy Assistant Secretary of the Army for Civilian Personnel Policy delegated the authority to approve concurrent use of the Army Civilian Career Evaluation System and vacancy announcements when recruiting for Department of the Army mandatory referral level positions to all Functional Chief Representatives. Based on this given flexibility, this office canvassed each Functional Chief Representative and the attached list shows their decisions for their respected career programs.

In all cases, an Army Civilian Career Evaluation System request for referral must be submitted to the Central Referral Office to ensure that the Army Civilian Career Evaluation System registrants receive referral consideration. The area of consideration for the merit promotion vacancy announcement must be at least Department of the Army-wide.
