SUBJ: FUNDING LIMITATION FOR CIVILIAN TRAINING, EDUCATION AND DEVELOPMENT (CTED) INTERN

1. THE INTENT OF AR 690-950 CAREER MANAGEMENT, CHAPTER 3 CAREER INTERN PROGRAM, IS THAT HQDA FUNDING FOR CTED INTERNS, WITH SPECIFIED EXCEPTIONS, BE LIMITED TO 24 MONTHS. IN THE CURRENT CONSTRAINED ECONOMIC ENVIRONMENT IT IS ESSENTIAL THAT DA FUNDING BE HELD STRICTLY TO THAT LIMIT AND THAT CHANGES TO REDUCE OVERALL CTED COSTS AND INCREASE THE EFFICIENCY OF INTERN TRAINING BE CONSIDERED. CHANGES NOW UNDER CONSIDERATION INCLUDE REDUCING THE CURRENT CTED

FUNDING LIMITATION FOR CTED INTERNS FROM 24 TO 18 OR 12 MONTHS IN SELECTED CAREER PROGRAMS, DETERMINING APPROPRIATE TRAINING CITES FOR CTED INTERNS (I.E., HQS DA AND MAJOR COMMAND (MACOM) STAFF LEVELS VERSUS THE OPERATING LEVEL) AND DETERMINING THE APPROPRIATE LENGTH OF INTERNSHIPS.

2. PENDING IMPLEMENTATION OF THE CHANGES INDICATED ABOVE, AN IMMEDIATE REVISION OF THE PLACEMENT POLICY FOR CTED INTERNS ON STUDENT DETACHMENT ROLLS WILL BE EFFECTED UPON RECEIPT OF THIS MESSAGE. THE CHANGE IS INTENDED TO RESTRICT THE USE OF CTED INTERN RESOURCES FOR AN ABSOLUTE MAXIMUM OF TWO YEARS FOR ALL CTED INTERNS, INCLUDING INTERNS IN THE ARMY'S MOBILITY, OPPORTUNITY AND DEVELOPMENT PROGRAM. (ENTITLEMENT TO CTED FUNDS EXPIRES EARLIER WHEN THE INTERN HAS BEEN PROMOTED TO THE TARGET GRADE PRIOR TO COMPLETING TWO YEARS ON CTED ROLLS.) US PERSCOM, CIVILIAN PERSONNEL MANAGEMENT DIRECTORATE (CPMD) CAN NO LONGER PROVIDE RESOURCES FOR CENTRALLY FUNDED INTERNS WHO AFTER COMPLETION OF TWO YEARS ON CTED ROLLS ARE DECLARED SURPLUS BY MACOMS AND INDEPENDENT REPORTING ACTIVITIES (IRA). MACOMS/IRAS MUST MAKE EVERY EFFORT TO FIND PERMANENT PLACEMENT FOR INTERNS BY ENFORCING EARLY PLACEMENT OF CTED INTERNS AGAINST LOCAL TDA SPACES WELL BEFORE THE INTERN APPROACHES THE TWO YEAR FUNDING LIMITATION. THIS WILL ENSURE PERMANENT POSITIONS FOR THE INTERNS UPON GRADUATION AND WILL FREE UP CENTRALLY FUNDED SPACES FOR THE INTAKE OF NEW INTERNS TO MEET CRITICAL CAREER PROGRAM STAFFING NEEDS. IN THE EVENT THAT PERMANENT PLACEMENT HAS NOT BEEN FOUND PRIOR TO THE EXPIRATION OF THE TWO YEAR FUNDING LIMITATION, MACOMS/IRAS ARE RESPONSIBLE FOR FUNDING THE SURPLUS INTERN UNTIL PERMANENT PLACEMENT IS FOUND. INTERNS DETERMINED TO BE SURPLUS WILL BE PROMOTED TO THE TARGET GRADE ON SCHEDULE, PROVIDED THEY MEET ALL REQUIREMENTS. CPMD WILL CONTINUE TO PROVIDE ASSISTANCE IN FINDING PLACEMENT FOR GRADUATE CTED INTERNS WHO HAVE BEEN DETERMINED SURPLUS BY MACOM/IRAS.

3. TO EFFECT THIS CHANGE, AR 690-950, CHAPTER 3 IS BEING REVISED AS FOLLOWS: PARAGRAPH 3-5, E: PLACEMENT OF GRADUATES: MACOMS AND IRAS ARE RESPONSIBLE FOR THE PLACEMENT OF GRADUATING INTERNS, BOTH CENTRALLY FUNDED AND LOCAL. US PERSCOM CPMD, WITH SUPPORT FROM THE PROPER CAREER PROGRAM FUNCTIONAL CHIEF REPRESENTATIVE WILL ASSIST IN FINDING PLACEMENT FOR SURPLUS GRADUATE INTERNS REPORTED TO CPMD. PARAGRAPH 3-8: DELETE THE LAST SENTENCE IN 3-8 A WHICH STATES, "FOR CENTRALLY FUNDED AMOD INTERNS, THE MAXIMUM IS 2 YEARS, OR UP TO GRADE GS-9, WHICHEVER IS LONGER." PARAGRAPH 3-27 B: DELETE LAST SENTENCE WHICH STATES, "CENTRAL AMOD INTERNS MAY OCCUPY HQDA SPACES AND USE CENTRAL FUNDS FOR 2 YEARS OR UP TO GRADE GS-9, WHICHEVER IS LONGER." PARAGRAPH 3-34 B (1): DELETE THE LAST THREE SENTENCES FROM THIS PARAGRAPH WHICH STATE, "WHEN NO VACANCIES EXIST, INTERNS WILL REMAIN ON THE CTED STUDENT DETACHMENT ROLLS UNTIL SUITABLE VACANCIES OCCUR. THESE INTERNS WILL BE PROMOTED TO THEIR TARGET GRADES ON SCHEDULE IF ALL REQUIREMENTS ARE MET. RECRUITMENT AGAINST THESE SPACES WILL NOT BE AUTHORIZED UNTIL PLACEMENT OF THE SURPLUS INTERN IS ACCOMPLISHED.
