B. PERSCOM MESSAGE, TAPC-CPS-C, 110805Z MAY 89, SUBJECT: FUNDING LIMITATION FOR ARMY CIVILIAN TRAINING, EDUCATION AND DEVELOPMENT SYSTEM (ACTEDS) INTERNS.

1. PARA 3-32A (3) REFERENCE A STATES THAT INTERNS WHO HAVE SITUATIONS DESERVING SPECIAL CONSIDERATION REGARDING THE FULFILLMENT OF THEIR MOBILITY AGREEMENT MAY REQUEST IN WRITING A WAIVER. THE REQUEST WOULD THEN BE FORWARDED TO PERSCOM (TAPC-CPS) FOR CONSIDERATION.

2. AS OF DATE OF THIS MESSAGE, AUTHORITY IS DELEGATED TO MACOMS/IRAS TO TAKE APPROPRIATE ACTION REGARDING THE FULFILLMENT OF INTERN MOBILITY AGREEMENTS WITHOUT PRIOR PERSCOM APPROVAL. THIS CHANGE WILL BE REFLECTED IN THE NEXT UPDATE OF AR 690-950, CHAPTER 3.

3. THIS DELEGATION OF AUTHORITY DOES NOT ALLOW MACOMS/IRAS TO EXTEND INTERNS ON ARMY CIVILIAN TRAINING, EDUCATION AND DEVELOPMENT SYSTEM (ACTEDS) ROLLS

BEYOND THE SPECIFIED FUNDING LIMITATION, I.E., IN CASES WHERE MACOMS/IRAS APPROVE A WAIVER TO THE INTERN MOBILITY AGREEMENT, THE INTERN AFFECTED WILL BE REASSIGNED TO A LOCAL TDA SPACE UPON COMPLETION OF THE TWO-YEAR FUNDING LIMITATION OR WHEN THE INTERN IS PROMOTED TO THE TARGET GRADE, WHICHEVER COMES FIRST AS REQUIRED BY REFERENCE B.
