Referenced DASA (CPP) memorandum staffed with commands, the Civilian Personnel Operations Center Management Agency and the overseas Civilian Personnel Operations Centers the proposed change to recruitment methods for Garrison Manager/Executive Assistant (BASOPS) vacancies in referenced DACSIM memorandum. There were no negative responses to the proposed procedural change. The proposal is approved.

Referenced HQAMC memorandum announces demise of the Department of the Army Civilian Announcement Distribution System (DACADS) by the end of FY99. Therefore, effective immediately, please implement the DACSIM recruitment method using the Civilian Personnel On-Line vacancy announcement system. Chapter 4, DACADS, of the draft AR 690-950 will be deleted.

Request addressees ensure that the new requirement to provide copies of subject vacancy announcements to the DACSIM's office is carried out.

SUBJECT: Announcement of Executive Assistant (BASOPS) Vacancies



Reference the enclosed Deputy Assistant Chief Of Staff for Installation Management (DACSIM) memorandum, dated February 16, 1999, subject as above, which is a proposal to change the method of announcing Executive Assistant (BASOPS) vacancies through the Department of the Army Civilian Announcement Distribution System (DACADS). The proposed change will delete references to CF-29, Garrison Manager/Executive Assistant (BASOPS) positions in chapter 4, DACADS of the draft Army Regulation and Pamphlet 690-950, Career Management, upon approval.

Specifically, the proposed change provides a more efficient and electronic method of announcing positions on the Army Civilian Personnel Online Website (CPOL). It also requires that the Civilian Personnel Operations Center notify the OACSIM prior to announcement of the vacancies on CPOL.

SUBJECT: Announcement of Executive Assistant (BASO PS) Vacancies



1. Request your office adjust the requirement for mandatory announcement of Garrison Manager/Executive Assistant (BASO PS) position vacancies through Department of the Army Civilian Announcement Distribution System (DACADS). The draft AR 690-950, Civilian Personnel Career Management, Chapter 4 (enclosure), directs the mandatory use of the procedure when announcing Executive Assistant (BASOPS) vacancies. This requirement was included at the request of the Office of the Assistant Chief of Staff for Installation Management (OACSINI) with the objective of making eligible DACADS registrants aware of the vacancies as they occur. The requirement also includes an area of consideration at least Army-wide.

2. Subsequently OASA(NI&RA) issued Guidance Memorandum 97-9 to the Civilian Personnel Operations Centers, subject: Posting of Vacancy Announcements on the Web. That guidance established a requirement for posting all Army vacancy announcements on the Civilian Personnel Online (CPOL) web site. Now that the Executive Assistant (BASOPS) vacancy announcements are posted online, we can eliminate duplication of effort by deleting this position from the DAC ADS guidance while it is still in draft form and advising potential candidates to routinely review the CPQL web site. However, this proposal is contingent upon the CPOCs notifying OACSIM prior to announcing these vacancies. The Army-wide area of consideration rule would still apply.

3. The combination of automated announcement through CPOL and the CPOCs notifying OACSINI of Executive Assistant (BASOPS) vacancies as they occur would preclude duplication of effort and improve OACSIM's capacity to identify potential operational assignments for Career Field 29 Senior Service College graduates. The OACSINI POC, Ms. Dale Shaw (ShawDG@hqda.army.mil telephone (703) 428-7285, DSN 328-7285), is available to work out the details with the staffs of the responsible offices. This action has been coordinated with SAMR-CPP-PD and SFCP-CO.

Department of the Army Civilian Announcement Distribution System

4-1. Introduction

The Department of the Army Civilian Announcement Distribution System(DACADS) is an Army-wide system maintained and operated by the Commander, U.S. Army Materiel Command (USAMC). Chapter 3 of DA Pamphlet 690-950 covers registration procedures and CPO requests for announcement distribution.

4-2. Coverage

a. DAQADS is a HQ AMC computer-based vacancy announcement distribution system for maintaining registrations of individuals who are eligible for appointment in Army mid-level or higher positions in CPs and other occupational career fields (CFs). The use of DACADS is generally voluntary except in those CPs/CFs which have mandated its use, e.g., CF 29, Garrison Manager/Executive Assistant (BASOPS) (see below). Table 4-1 lists occupational fields (net in DA CPs) that use DACADS.

b. DACADS is available to all Army CPOs who wish to expand the area of their announcement distribution for recruitment purposes, or to supplement local vacancy advertising. Use of DACADS by CPOs/CPOCs/CPACs will be lAW DA Pamphlet 690-950, chapter 3, and any supplemental guidance issued by MACOMs, local merit promotion plans and procedures, and negotiated agreements.

c. Registration by Army employees and other applicants is voluntary.

d. All Garrison Manager/Executive Assistant (BASOPS) positions (CF 29), both temporary and permanent, will be announced Army-wide and through DACADS. There are no restrictions on the use of other available applicant sources for these positions.

ANNOUNCEMENT DISTRIUTION SYSTEM (DACADS)

SUBJECT:Moving DACADS to the Internet



1. Operation of DACADS by the Integrated Procurement Systems Office at Tobyhanna Army Depot will cease by the end Fiscal Year 1999, replaced by a registration and vacancy announcement distribution system that is now on the Internet as part of the Department of the Army (DA) Engineers and Scientists (Non-Construction) (E&S (NC)) web site, http://www.dacpl6.net. While DACADS has provided a valuable service since April 1982, present reliance on the Internet to distribute vacancy announcements has made DACADS obsolete.

2. The electronic version of DACADS is CP-16 JOBS. To reach CP16 JOBS, click on the Job Announcements button located on the homepage of the DA E&S(NC) web site. You now have access to job openings for E&S(NC) throughout DA for all GS grades and pay band levels. Job announcements for SES/ST will soon be included. You can register with CPl6 JOBS, indicating your job preferences, then receive via e-mail job announcements meeting these preferences. When Civilian personnel Operations Centers send vacancy announcements to the civilian personnel site at http://cpol.army.mil, CP16 JOBS selects and posts those announcements for engineering and scientist positions. The program then automatically screens all registrants matching geographical location, occupational series, pay plan, and grade to the open job. Each registrant whose preferences match position requirements receives an e-mail notification of the match and access to the vacancy announcement.

3. I encourage you to register in CP16 JOBS now. Your existing registration in DACADS will not automatically carry over to CP16 JOBS. You must register in CP16 JOBS to continue to receive the job announcements you want.

4. Please use the Feedback feature of the web page to recommend improvements in both CP16 jobs and the DA E&S(NC) web site. I want both to provide exceptional service to you. Your comments are most welcome.
