SUBJECT: Career Program 13 (Supply Management) for Logistics 0301 Personnel
Reference your memorandum dated November 9, 1999
concerning the above subject. I apologize for not replying earlier.
I approve your request to include the occupational series GS-301 in the Supply Management Career Program (CP-13) which will align with the GS-301 coverage in the other Logistics Management Career Programs. Since the journey level grade in CP-13 is GS-11 and there are no GS-301 Supply Management interns, subject positions at grades GS-11 - 15 will be considered in the career program.
I have directed that steps be taken to reflect this change in Easy ACCES. GS-301 positions coded as CP-13 will come under central referral at grades 13-15. We will need to work with you to establish the crediting plan (knowledges and abilities required at the various grade levels) and careerist registration procedures before this is effected.
Further, I have directed that the GS-11 - 15 positions currently showing in the HQ ACPERS database as Career Field 13 (approximately 230) be considered as CP-13 for career program coding purposes. Unless and until a position classification specialist determines any of these positions are not appropriately in the career program, they will remain in CP-13.
Please send your revised ACTEDS Plan showing a Master Training Plan and career progression for 301s in the Supply Management Career Program at your earliest convenience. Incumbents of these positions are eligible for central funding for competitive professional development under the Army Civilian Training, Education and Development System.
This is a significant enough change to warrant union consultation required under the Federal Service Labor-Management Relations Statute and I will proceed to accomplish this expeditiously.
