SUBJECT: DELEGATION OF GRADE AND PAY RETENTION APPROVAL AUTHORITY

A. AR 690-990-2, BOOK 536, SUBCHAPTER S3, PARAGRAPHS S3, PARAGRAPHS S3-1B (1)(C) AND S3-2B (2).

1. REF A DELEGATES GRADE AND PAY RETENTION APPROVAL AUTHORITY TO THE U.S. TOTAL ARMY PERSONNEL COMMAND. EFFECTIVE IMMEDIATELY, THIS AUTHORITY IS DELEGATED TO MACOM COMMANDERS WHO MAY REDELEGATE TO SUBORDINATE APPOINTING OFFICIALS. DELEGATION OF THIS AUTHORITY WILL ALLOW MACOM COMMANDERS TO GRANT GRADE AND PAY RETENTION BENEFITS IN THOSE CIRCUMSTANCES NOT COVERED IN OFFICE OF PERSONNEL MANAGEMENT OR ARMY REGULATIONS, BUT MEET THE INTENT OF THE GRADE AND PAY RETENTION LAWS. WHEN SUCH AUTHORITY IS EXERCISED, RECORDS WILL BE MAINTAINED ON-SITE FOR REVIEW DURING THE NORMAL REVIEW PROCESS.

2. IN VIEW OF THE PROJECTED BUDGET CONSTRAINTS AND THE EXPECTED CIVILIAN PERSONNEL REDUCTIONS AND ACCOMPANYING DISPLACEMENTS, WE BELIEVE THE DELEGATION OF GRADE AND PAY RETENTION APPROVAL AUTHORITY MAY ALLOW COMMANDERS MORE FLEXIBILITY IN MAKING TIMELY PLACEMENTS IN ORDER TO LESSEN THE IMPACT OF REDUCTIONS IN FORCE. FURTHERMORE, SUCH DELEGATION TO A LOWER LEVEL IS ANOTHER STEP IN MEETING OUR CIVILIAN PERSONNEL MODERNIZATION OBJECTIVES
