MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Delegation of Authority - Increased Annual Premium Pay Limitation
for Calendar Year (CY) 2008



  1. The enclosed Assistant Secretary of the Army (Manpower and Reserve Affairs) (ASA(M&RA)) memorandum provides Commanders of the Army Commands, the Commanders of the Army Service Component Commands, the Commanders/Superintendent of the Direct Reporting Units and the Administrative Assistant to the Secretary of the Army, the authority to determine when civilian employees meet the eligibility criteria established in the Department of Defense (DoD) Waiver Implementation Provisions issued by the Deputy Secretary of Defense memorandum enclosed with the ASA(M&RA) delegation of authority.
  2. The DoD Waiver Implementation Provisions and the enclosed instructions and procedures, 2008 Guidance for Higher Annual Premium Pay Limitation, will be used to document and report the determinations that employees meet the eligibility criteria for the increased annual premium pay limitation ($212,100) for CY 2008. It is imperative that the certifications required in the Army guidance are retained on file for year end reporting to the ASA(M&RA).
